All credid goes to him.
If you're too lazy to go on his page, then read it here.

"After a full Mega Man Classic playthrough, I got bothered by how much of a non-character Roll was. She went from being a playable character in the original plans for the game to... a robot housewife. Lame. But what if she had been playable? What would she look like? That's where this picture was born. Here are the design notes:
1. SIMPLE DESIGN - Roll was created as Rock's counterpart, and should share the design. Mega Man had only two tones to his outfit, and Roll needed to share that. I also needed to make sure the design fit with the NES/Famicom's 6-color sprites.

2. NOT IDENTICAL - It was difficult to make her look like Mega Man, but not make her identical. My main option for variance was the helmet. I went through 3 different helmets before finally arriving at this one. The main goal here was...

3. RESEMBLES ROLL.EXE - Mega Man Battle Network was the only game where a Roll character saw some action. When designing this, I set up three pictures: Mega Man Classic (Inafune style), MegaMan.EXE, and Roll.EXE. I designed Mega Woman so that it could look like Roll.EXE was based on this design. That is why she has the lateral helmet embellishments.

4. NOT CUTESY OR SEXY - Many who came before me have tried to give Roll some battle gear. The designs fall into two traps: hearts and miniskirts. For hearts... just... no. Mega Woman is a battle robot, not a walking valentine. For miniskirts... for the love of God people, Roll is supposed to look like a child. Cut it out!

5. ONE MAIN GAMEPLAY DIFFERENCE - I settled on the Mega Saber, so that she could play a bit like Zero from the Megaman X/Zero/ZX series. It does the same damage as a charge shot (which Mega Woman doesn't have), but trades off range for zero charge time. It really brought this picture together and made it amazing.

From there, I designed a story in my head to get Roll into the fray. If any fangames are interested in this, please let me know. I'd love to help you develop more.
-----------------------------
Dr.Light is working on his ultimate creation: Project X. The good doctor has powered down Rock/Mega Man in order to copy parts of Rock's personality to the new robot. He has also powered down Rush in hopes of adapting the Rush Super Adaptor into armor. Blues/Protoman is guarding the lab, and Roll is assisting Dr.Light.

Suddenly, there is a loud sound outside, and Protoman stumbles in, badly damaged, to warn Dr.Light and Roll that there are 8 robots led by a mysterious new sword-wielding female. She barges into the lab and silences Protoman, introducing herself as Rhythm. She and the 8 Robot Masters steal Project X, Mega Man, and Rush. Wily hopes to incorporate the design into his ultimate creation.

Dr.Light is astounded to see Rhythm, aka Protowoman. He and Wily designed her alongside Blues, but never finished her due to the flaw in design present in Blues. He surmises that Wily found her in the scrapyard and balanced the flaws with his new Bassnium alloy.

With Protoman unable to fight, Dr.Light tries to call on Bass and Treble for help, but they will not respond. In a desperate move, Roll begs Dr.Light to transform her into a fighting robot, as he once did with Rock, so that she can rescue her friends. Mega Woman is born.

Dr.Light outfits her with a new type of Mega Buster that can shoot normal shots, but also concentrate energy into a short beam. He sends Mega Woman out with Tango, assuring her that he will be upgrading Tango as she fights."
